My Graphics card messed up my monitor! Please help!

I recently tried to overclock my card, first by Zotac Firestorm and then by MSI Afterburner. But I did something that I should not have done in Firestorm.......I accidentally overclocked my monitor. I tried bringing it back to default but it got stuck at 59.94 hz rather than 60.0 hz. Due to this my FPS just got completely messed up in Rainbow Six:Siege. The in-game settings also no longer have 60 hz as an option in Refresh Rate :( It only has 59.94 hz maximum, if i use that, the In-game screen seems blurred and FPS is just messed up now, it was 75 average before but now it's only 35-40 average and mouse lag and FPS drops are common.
I tried to use CRU, to fix it but it did not fix the problem entirely, the blurring was gone but the fps was still bad.
If I try to change Refresh Rate from Nvidia control panel, (it's 59hz default now :( ) it goes back to 59hz whenever I change it to 60hz.

Also, there is a custom resolution of 1080p at 59 hz in the Nvidia ckntrol panel which I think is causing the problem. But I cannot remove it from the panel itself, nothing happens if I try to remove it, it also enables automatically even if I try to disable it. It cannot be edited too. Is there any other way to remove Custom Resolutions from Nvidia control panel??

Ha, burtman88, good old days right? My first modem was 1200 baud and that wasn't even the slowest when they first came out (we were not early adopters). My first computer was a 10MHz 286 with 13" tube monitor, somewhere around 50 megabyte hard drive.

Dexergo, I think you misunderstood what I meant when I said not a big deal. The 59/60 Hz difference is not a big deal, the fact you are having problems with your frame rates is a big deal. I don't think the 59Hz is the actual problem. The computer i'm using right now has a choice of 2 refresh rates, and they are 59Hz or 60Hz. In other words, I think you're focusing on the 59 thing when the problem is actually somewhere else. Anyway, did you check your monitor menu and try to reset it...

I would try to reload Windows to completely remove any and all of the settings that you could have screwed up. Then once you are back up and running with your 60hz setting, don't mess around with Firestorm, it is complicated, much more so than Afterburner. Also, make sure you know what you are messing with before making changes so this kind of thing doesn't happen again.

Lol tad harsh on the guy here, you can always try to reload a previous date of windows. Try to back it up maybe to last week, i am sure you have that enabled. It could fix all the settings you screwed up before you try to go through process of reinstalling windows

Well, I already overclocked my Graphics card alright. But the old version of Firestorm might have confused me and ended up messing the refresh rate. Afterburner worked just fine for overclocking.
But is there no other way to fix this issue? It's not convenient for me to reinstall Windows right now.

May have been a bit harsh, but noobs who have no experience with basic things trying to tackle more advanced stuff and when they break it they start freaking is kind of bothersome. It's like if you don't know how to change the oil in your car are you going rebuild a motor? I sure as heck wouldn't. Gotta crawl before you walk, that's all I'm saying.
 
It is not uncommon to see 59Hz instead of 60 as a refresh setting. Not a big deal. I would think that the problem is with your video card (damaged?), since you did try to overclock it. If you don't want to reinstall windows you could try a complete uninstall/reinstall of your video drivers first. When trying to approach problems, sometimes it's best to try the basics first and work up to more drastic measures if nothing else works.

Well, my graphics card was overclocked just fine but I accidentally overclocked my Monitor which got stuck at 59hz custom resolution in The Nvidia control panel. The problem is kinda big deal because the game that was getting 75 fps average is now reduced to 35-40 average because of the mismatch of the refresh rate between the monitor and the Graphics card. It's kinda a very big deal.
The problem is I cannot delete the custom resolution and it's messing with every game whenever I start the game no matter how hard I try to disable it, It always enables by itself. I will try to reinstall Nvidia video drivers then the control panel itself, if it does not fix the issue, i will try a system restore.

Well like i explained above try to reload your windows to a previous date like last week. This should reverse anything you changed in your settings. I had done something in the past i forget exactly what i did, was messing around with some settings just for shits and giggles changed something i couldnt reverse. So i restored windows to 3 days before hand and it was all back to normal. Take maybe 15 minutes to do this process. search in your windows search bar for system restore

Also true i guess crawl before you walk, i've been working with pc since i was 10 and that was on a Pentium 75 mhz pc hahah so damn fast at the time with Doom installed :). So 18 years ago hahha, i learned that turning it on with out the weird green block thing on it fried the cpu. Oh man did i get in a lot of trouble from my parents lol. We upgraded to a 175 mhz one after that do awesome 14.9k modem

(again, start with the simple stuff first). The process should look something like this with simpler things tried first and maybe you'll avoid a windows reinstall:

1)Check Task Manager to see if it's something else using up computer resources at the same time
2)Reset Monitor settings in the Monitor's onscreen menu
4)Reset Vid Card settings to default in nvidia control panel
5)Reset graphics settings in game
5)Roll back your system with a Windows System Restore point.
6)Delete/reinstall nvidia drivers
7)Repair Windows
8)Reinstall Windows

Mortemas, Well, the monitor's problem seems to be solved by a system restore, but I am still getting FPS capping at 59 fps and then quite many frame drops. The option on 60hz is back again at least in all the ganes, but why is the fps getting capped at 59 and it constantly keeps changing from 59 to 60 and then back to 59 every second? It's still kinda messed up, I tried to reset the monitor but nothing happened.

I am using GTX 970 overclocked at +218mhz for gpu clock and +238mhz for memory clock, should I change it so that they are in some fixed ratio or should I put them equal? This OC setting worked fine for the time when I was overclocking but could it create problems now? Also btw, I did not increase the power to the graphics card, it's still 100%, should I increase that?

Well is vsync on that sounds like it right now if it's not wanting to go over 60 fps. Yah mortemas lol, i still have the first laptop ever made by IBM it's like 50 pounds bigger then my desktop with all the disks and OS and everything in perfect condition :)
