Fixing a failed PSU is not something most people should attempt. It really would be a job for an expert in electronic circuits and particularly in switching power supplies. There is also the real possibility, if it is not a top-grade unit, that the one or two components that have completely failed no are hiding five more that might fail within the next year.

It would be better, simpler, and faster to buy and install a new one. Look around here on Tom's for recommendations of good quality units. Make sure to get one with sufficient power out put capacity. Check carefully the details of what output connectors it has, to be sure it will meet the needs of your mobo and peripheral devices.

The speeded-up fans are merely a symptom of something else, so don't get too stuck on that. What is really happening is that your system is suddenly rebooting. At the beginning of a boot process, all the fans are sent full-voltage signals so that they start up reliably, and later they are slowed down. But if the boot process fails to complete, those fans will stay stuck at fill speed.

Your real issue is why your system fails to boot, and what is causing it to reboot itself after it does run. There are lots of causes of that. But the fan speed is not your central issue.

My first guess would be that your PSU is failing. You can also get similar problems if certain large capacitors on the mobo (in the voltage regulation section) fail.

IF the problem is that the cooling system for your CPU is failing, the machine can always boot smoothly when it is cold from being off for hours. But after running for a while it will overheat and shut down. If you try to reboot right away it will not because it is still hot. It will only reboot after it has cooled off a lot over several hours. From your description I cannot tell if that is the pattern you are seeing.
