My PC is suddenly really slow

Hello,

I'm writing this because for about a week now my PC has become extremely slow. As I'm typing this the letters come onto the screen with a very noticeable delay, instead of instantly. Where as before, while playing League of Legends, I would get 200+ FPS, now I only get anywhere between 20 and 50 FPS on the lowest settings. I have used this site to find out what might be wrong ever since the issue first presented itself. I have checked for mallware and viruses, I have checked the temperatures of various components and they are fine (30-40 degrees Celsius according to HWmonitor), I have cleared dust out of my fans/coolers, reapplied termal paste and made sure the CPU cooler is properly in place. I really don't know what to do, all my parts are rather new and I don't want to spend a bunch of money again to fix my computer. Any one have anything I might've missed?

My specs are:
GTX 1070
Intel Core i5-4690K
hyperex 8gb RAM

The base frequency is 3.5 GHz and Turbo is 3.9 GHz. Resources Monitor displays how fast it runs and so does Intel XTU that can monitor and display a lot of pertinent information. Did you check what processes are using most resources? I agree with theonerm2 that reinstalling Windows may be an easier solution, but figuring out the root cause of the issue often is better.

While just having this page open to reply, the CPU usage isn't falling below 35%. It's usually around 40%. How do I know what the expected frequency is? And how do I figure out what frequency it's running at?
