I'm going to use the Hyper 212 Cooler
How much Volts/Ghz can I overclock this to? (Being pretty safe)

I just tried to say that if u win a silicon lottery, u will be able to overclock it even higher, some people get better results than other when overclocking the same cpu.

My personal suggestion for 24/7 - Max voltage 1.350v and temps under 80C during gaming (short time higher temperature spikes are ok too)
With your cooler u can achieve around 4.6GHZ but possible to get it even higher. Depends on your cpu, case airflow etc.
