Recomend Nettop for Windows Streaming

I'm looking for suggestions or links to reviews about inexpensive Windows based PCs that I will use exclusively for streaming from browser based websites like Amazon, youtube, hulu, netflix, etc. The only other criteria would be that it not be noisy and support HDMI and wifi. I want support for HD content, but not 4k. I'm NOT interested in Roku style computers or using "apps". I want a real pc, windows based, browser based, but just powerful enough to support HD streaming.

Good thoughts. I don't know how to rank the intel atom. Will these boxs (or sticks) have enough power to stream video in HD? When it comes to streaming, what differences might I see between these boxes and typical full tower PC with modern components?
