I'm in a budget so don't recommend me better stuff for more money... I wanna play games like BO3... GTA V... Doom and maybe witcher 3... But idk about witcher idrc it's just many ppl recommend it... At around 40-60 fps at minimum settings all at low...

(I'M NOT INTERESTED IN 4K NOT VR)

So if u guys can give me better parts for less money then sure recommend me but don't if it's more money... Thanks

I wouldn't go with either. I'd go for a newer Kabylake build and game off the HD 610 onboard graphics for now until you can afford a decent dedicated GPU such as the RX 460 or better.

EDIT: Adjusted for bigger HDD.

I would recommend this. Its very slightly over your budget but its much more upgrade-able and its faster.

The posted builds above are MUCH better.

The amd cpus are very old archetecture with low IPC (instructions per second) that menas that core per core, ghz speed to ghz to speed the amd chips are not going to perform as well as even a 2 generation old intel i3.
Even worse you will buying an old platform that is already maxed out, meaning that you have zero upgrade path from there is no cpu upgrade of worthy improvement and the 460 is the best your cpu can handle.

There's multiple answers so I'm confused... Can it run max a 460 or 470...? I don't want bottlenecks Also can i go for a +4gb GPU? Or should i stay in the 2gb area? Thanks!

g4560 will handle a 470 or 1050ti just fine.

How many GB your GPU has no relveance to how well matched it is to the CPU. A 3GB 1060 is too much for a g4560 wihtout bottlenecking and yet a 4gb 1050ti is fine.
With the GPUs on the market right now, any of the ones over 4gb are for sure too much for a g44560.
