First off theres very few 70mm cpu cooler, and a 70mm case fan is also pretty rare so i'd be surprised that your case fan would fit it..

But aside from that the fan on a cooler is 4pin PWM controlled by the CPU's temp, its also a static pressure fan to force air through the cooler, and depending on the model may be higher RPM than your case fan.

So yeah it could work, it also could be quite insufficient.

What cooler do you have? There are quieter replacements out there. Or maybe you plugged it into the wrong spot and its running at 100% all the time, or you installed it improperly and the CPU is...

What cooler do you have? There are quieter replacements out there. Or maybe you plugged it into the wrong spot and its running at 100% all the time, or you installed it improperly and the CPU is overheating, and hence the fan is running at 100%.
