Gpu not running at full load while playing fallout 4 only

I recently bought fallout 4 and noticed my fps dropped significantly when in city areas, even sanctuary hills, my fps drop as low as 30 fps, when in the forest they are around 120fps.

Specs:
I5 6600k no OC
cryorig H7 cpu cooler, temps never go above 60c
Asus gtx 1070 strix
16 gb 2400mhz ram
EVGA 650watt 80+ g2

I really want to enjoy this game but i just cant with all the stuttering i really dont know what to do.

This has been bugging the crap out of me too, even in games where the GPU isn't that significant my i7 7700k will run around 40% and my GTX 1060 never goes over 45%. I have 16GB DDR4 2400 ram so that isn't my issue either. I don't know how to make games use more of the available power but it sure is disappointing.
