At very low settings with low fps gta is very cpu demanding a core 2 duo with gta 5 would be a stretch

I'd be shocked if it was playable and that's even with a comparable GPU to the CPU (you didn't list one).

Tbh its more about cpu the core 2 duo does good to run gta san andreas on my cheap laptop i use on the go more, or less the newest most demamding gta

Probably not. "3.25 GB of RAM" seems to indicate that you're on 32 bit Windows, while as far as I know, GTAV requires 64 bit Windows. It also lists a quad-core processor for its minimum requirements. And since you didn't list a graphics card, I'm assuming you may be on an integrated graphics chipset well below the minimum.

He could run San Andreas. GTA V, if he can get it running, is going to be quite ugly. The two games are not remotely comparable.
