hello every one i cant get 60fps in ultra setting full HD why?

i have i7 7700 working with 4 GHZ frequency(no i did not overclock it)
16 Gb ram
GTX 1070 asus founders edition
im using high speed HDMI cable
my monitor refresh is 60hz
every spec i mentioned i just bought around 2 month ago
but i cant get 60 fps some times it drops to 22 for examples ghost recon wildlands in ultra setting full hd
it usualy run in 47 or 55 max and in some places drop to 22
in rise of tomb raider i always get 38 to 40 fps max in ultra setting why is that
my hard drive is 2T 128 buffer cache and i runing my windows in ssd
my motherboard is Gigabyte Technology Co. Ltd.

i just cant understand my monitor refresh is 60hz and in some games when i turn of vsync my fps go higher but not more than 60 fps max(some games only like quantum break but nothing happens in rise of tomb raider. ) for example i read this graphic card can run games above 90 fps
in full HD but max i get is 60 why ? please help i getting crazy .

Interesting, you should definitely be getting more I feel like, sounds ridiculous but your monitor is plugged into your video card and not the motherboard correct? And it's 1080p right?

If you havent fixed it yet something similar happened to me and this fix worked:

Right-click over the Windows desktop and select "NVIDIA Control Panel"
From the NVIDIA Control Panel, select the "Manage 3D settings"
From the left column -> click on the Power management mode drop down box and select "Prefer Maximum Performance"

I realize that Im answering a little late but I thought Id try to help out none-the-less. Be sure to make sure your Nvidia Graphics drivers are all up-to-date as well!

thank you dear MART3R for your help it worked in some games abut 5 to 10 fps not more but i still get 31 to 38 fps in ultra setting 1920.1080 in Rise of the Tomb Raider any ideas why i cant get more fps according to this site i have to get more.

i found something crazy i found out why i get 31 to 38fps in rise of tomb rider
its because of anti aliasing before it was on SMAA4X i change it to SMAA and now i got solid 60 FPS in this game
but i dont know why it happened in the game said this is technique to prevent pixel artifact but after changing it just fps get higher nothing else happened every thing else was same before i change anti aliasing no graphic change nothing at all but why.
my question is dose anti aliasing make deference or not?

Irrelevant, you should be able to get over 75 fps (minimum) with everything absolutely maxed on Rise of the Tomb Raider. What I recommend doing is downloading a software that monitors Temps and Performance and seeing whether your Graphics card is actually working at full power, or being bottlenecked by something.
I really cant think of any non-serious reason your graphics card is being fussy, maybe its bottlenecking itself because of a temp issue. Please consider using MSI Afterburner's monitoring utility to give yourself more information about whats happening.
