Computer won't turn on

The only sign of life with my Power supply plugged in and everything set up properly is the 5v mobo led. When I press the onboard power or when I connect the case power and attempt to power it on nothing happens. I've already checked with another PSU and put the current PSU in a different rig to test it. My video card and all the motherboard connections are fine, I also attempted it with the CPU fan seated properly and then took it off to check thermal paste to make sure nothing was on the processor and it was fine, so I replaced it without actually seating it. I have tried with 3 different sticks of RAM, 1 of them was tested in another rig. Disconnected all but my video card, cpu fan, ram, and the psu from motherboard and tested while benched. Is my motherboard dead like I think it is?

-Motherboard: Intel dx58so
- CPU: core i7-920
- RAM: Kingson HyperX Genesis 4gb 1600mhz
- Videocard: Nvidia gts 8800 320mb(tested and working)
-CPU fan: Hyper 212 evo
Power Supply: Corsair Hx620watt

Any help is appreciated, yes I know it's an old rig.

I plugged in the 8 pin CPU power along with also trying the 4 pin alternate. I also tried using the on board power and the case power button.
