You need to understand the relationship between bandwidth and download speed: Your bandwidth is 23 megabits per second. 8 megabits = 1 Megabyte 23 divided by 8 = 2.8 So your download speed of 2.7 Megabytes/sec is just about spot on for your bandwidth.
