we need to know the case brand and model as well as power supply brand and model. How many fans (brand and model again) do you have and what position are they in?

frankly I'm amazed you can even run csgo with that system.
I can only offer suggestions
1. restore your windows 8 operating system
2. downgrade your settings in csgo.
nothing can be done hardware wise with a factory made all in one.
