Used a chromebook to format portable hard drives, hard drives no longer function properly

I made the (evidently) bad mistake of formatting an external hard drive and a flash drive.using a chromebook. From what I can tell from a quick look at my actual PC running windows is that the hard drive needs to be reformatted as NTFS, even though it worked fine before I did this. Before I realized that this was a bad idea, did it with a 32gb lexar flash drive. Windows now recognizes the flash drive as a CD drive. Is this what chromebooks do? Or are these just coincidentally on the way out? They are both fairly old, a couple years each.
 
Solution
Hook up those drives to a standard computer, at a command prompt start the diskpart utility. Note this will fully wipe the drives including any partitions on them.

Do a "list disk" command, note which drive letters are the ones you are trying to fix.
Do "select disk X" where X is that drive letter.
Do "clean" command. That wipes all partition off the drive.
Open disk manager, find that drive there and create a new partition and format the drive for us.
