some LGA 1151 board does have 4x PCIex16 -- well depending if you're talking lanes or size
because the lanes on the board you're talking about are 1x x16, 1x x8, 2x x4, all of them x16 sized
the same configuration can be found on the ASRock Z270 Taichi & ASRock Fatal1ty Z270 Professional Gaming i7 as well as on the Gigabyte Aorus GA-Z270X-Gaming 8 & MSI Z270 XPower Gaming titanium

the enthusiast platform LGA 2011-3 for example provides 7x PCIe 3.0 x16 (5x x16, 2x x8) like on the ASUS X99-E WS/USB 3.1

the question I have to ask is -- why do you need 4x PCIex16 slots?
and what are you going to plug into those with a Celeron?

How many GPUs will that fit? They don't need be on SLI or XF.
