CPU 105°F, Heat Sink burning hot to touch

I am only moderately knowledged in the computer hardware side (more a software and programmer side person).

The computer has been repeatedly slowing down to a crawl for the past few weeks.
I use Advanced System Care 11, and it says the CPU and occasionally the Disk are at 100% or otherwise extremely high usage quite frequently.

After checking BIOS after the computer repeatedly randomly shut down, the H/W monitor says the CPU was at 105°C, fan at around 2600 RPM.

What steps should I take to resolve the issue?

I forgot to take note of all the specs before unplugging all the cords, but I remember it is an i7.

Yep, something is very wrong.
Obvious checks would be to ensure:
The cooler fan is actually turning-although at 2600 RPM it's function should be pretty obvious. ;)
The cooler fan isn't blocked.
That the pump is working, gently touching the top will confirm this, you'll feel a little vibration.

If your heatsink is burning hot to the touch, id say your cooler is faulty, probably the pump has failed, does it have an rpm signal cable on it that you can plug into a fan header to see if its running ? sounds like its no longer circulating the liquid, you know that heat transfer from CPU to heatsink is ok if the heatsink is burning hot.

Whatever you do, dont continue using it, running your CPU at 105oC will kill it, core meltdown at around 125oC, TjMax is 100oC but I think they throttle at around 95oC which is why you're experiencing slow downs, crawls, lag etc.
