CPU continuously over heating please help...

When I first built this pc I had no issues for a few months, then the games I normally play caused my cpu to over heat. I have replaced the stock cooler once and reapplied thermal paste yet I have the same issue.

Specs
cpu- amd 8320
mobo- asus sabertooth 990 fx R2.0
gpu- gtx 750 ti
the aftermarket cooler is a CM hyper 212 led

Those aren't very high temps. Those are normal peak load temps for that CPU. Warm, slightly above recommended, but safe.
Use AMD Overdrive and watch the thermal margin instead. TM reads the opposite of temp. The closer the temp gets to its max, the lower the TM is. When the TM gets to zero, it is dangerously hot. http://www.amd.com/en-us/innovations/software-technologies/technologies-gaming/over-drive

It is a bit odd that the CM 212 isn't doing better than that though. Are you sure the cooler is mounted correctly? Minumal...

My apologies, I am using the Speccy program to read my temps and when using browsers its runs about 18-21 °C when I run Counter Strike GO the temps rise up to 70°C after about 30-40 mins of game play.

It is a bit odd that the CM 212 isn't doing better than that though. Are you sure the cooler is mounted correctly? Minumal amount of thermal paste? Fan blowing in the right direction?

My FX-8350 is OC'ed to 4.7GHz with a CM 212 EVO using push-pull fans. Stays below the max safe temp under the most demanding usage. You may consider adding a front 'pull' fan if the temps worry you.
