No beeps, no display and fan spin HELP pls

Hi, I'm helping a friend with a desktop pc he received from his grandfather. His grandfather took his pc to a computer repair shop because he was not booting. The guy said that his pc was dead. He then gave it to my friend wich gave it to me to repair it. After opening it, I realise that it has no RAM (his grandfather is didnt open it wich is strange) and on the case it says i5 but contain an i7-3770 in it??? I tried to boot (just CPU+mobo+PSU) it to hear the beep code and I got 5 long beep pause 5 long beep... for a total of 25 beeps with no more beeps but fans still spin. I tried to put RAM but there was no more beeps but still no display. I tried to clear de bios, change the CMOS battery but nothing work. Is it the motherboard or the CPU? The GPU and the motherboard has these strange melt spot on it

Could it be a power surge? If the motherboard is dead why does it post? This is the motherboard : http://support.hp.com/us-en/document/c03132942

That appears to have gotten very hot at some point. You may try a discreet GPU to see if you get video output, but that definitely looks pretty sketchy. Discoloration like that is usually a sign of major heat.

Thanks for your answer, I tried with the onboard graphics but I've got the same result :/ Maybe the gpu and the motherboard are just dead cause they both have those melt spots.
