Safe CPU temperatures and rapid fluctations?

I have an Intel i7700k Kaby Lake CPU. I have not overclocked it. It officially has 4.2GHz max speed, but I've seen it reach 4.5GHz in the task manager.

When playing a game on ultra (Mass Effect: Andromeda), I saw that all 4 cores were in the high 70s Celsius, sometimes hitting 80. When I exited the game, temperatures fell to the 40s Celsius almost instantly. Is that type of instant drop normal?

Are those temperatures safe? At what temperature should I start to be concerned that my CPU cooler is not doing its job (or that I installed it improperly)?

My cooler is a Corsair H100iv2 liquid cooler, and I'm using the Corsair Link to monitor the temp.

Yes, it seems that everything is fine, 7700k has boost to 4.5GHZ. However your temperatures are pretty high for stock speeds and h100iv2, but still in safe zone, so dont worry. I guess your vcore voltage is too high. Could you find out what is your vcore under load?
If you set voltage manually in Bios it will lower the temperature, but again u dont have to do anything about it because nothing bad will happen.
