Vrel Cap at stock?

I was looking to overclock my GPU and I noted that appears on GPU-Z PerfCap reason the value Vrel when running a benchmark... Why is that? my PSU isn't handling all my system?

I have a HX850i platinum from corsair and my system is: 7700k, z270x ultra gaming, 2x 8gb 3000mhz, gtx 980ti reference, soundblaster z, 3 hds, 2 ssd, and 1 m.2, air coler from xigmatek, 2 fans on motherboard and 3 fans on molex...

My psu shows the watts usage and while at stress cpu + gpu, it uses only 380 watts max

all my pc parts are new

It is normal.
The video card simply can not boost any higher at its current voltage(if it could it would be unstable). Some cards will hit the power limit first or even a temperature limit.

All cards are tuned to get the very highest clock/performance(low loads will not clock as high because it is not required) speed under any load condition.
