Framerate drops lower then usually can you please help me?

I have a gtx 970 with sc (no oc) and a amd fx 8320. i am getting horrible frames in easy to run games like payday 2, cs go, minecraft, dead island, and etc. And usually i would get above 100fps in all of these game now i get 20 to 5 fps. I didn't upgrade recently or anything. But i did reapply some thermal paste on the CPU but this was happening before and after i did that. When i restart my PC it goes back to normal for about a minute or two then it drops be down to 20 fps making it completely unplayable for even when i try to run at the lowest settings. And I have notice if i went on webpages such as skyrim nexus it lags horrible as well. I tryed reinstalling the drivers/graphics card and i notice was i uninstall the graphics the webpage was moving smooth again but as soon as i reinstall them lags horribly again. So can somebody help me or give me some advice as soon as possible please.

Just reapplied some thermal paste and the temperature is 30s with the highest 40 in idle (On mobile by the way). I am about to run payday 2 and see how it goes fingers crossed.

Hm, tricky one this is. Those temps are much better.

Do you have experience using the Windows resource monitor? (Task Manager -> Performance tab -> "Open Resource Monitor" link)

It can show you really time graphs of what system resources are being used so you can find the contention (i.e., is all your RAM being used, or 100% CPU, or such). It won't show GPU, but it's a start.

What you would do with it is open it and let it start monitoring, then run the game and, after you hit a spate of 20 FPS performance for a bit, Alt+Tab out of the game back to the resource monitor to see what's being consumed.
