Can somone suggest me a good gaming PC build with an i5 6600k(brand new) processor for 1080p gaming (at least 60 - 70 fps) for about 600$ - 650$

I dont want to overclock...

In most stuff yes, but to get more frames maxed you'd need to spend more cash and get a 1060 6GB or possibly a 1070.

If you're not going to overclock, then it's better to go with something like the i5 7500, which is still more than enough to handle games at 60-70 fps @1080p. I made a build for you here: https://pcpartpicker.com/list/HNxcPs
If you want to spend less, you can drop the RX 470 and get the 1050 Ti, which is still very good.

i'd recommend you go with a build that has 2 x 4 gb of ram rather than 1 single stick if you want to get the best performance for your money .

2x4GB costs quite a bit more atm.
The difference between dual channel and single channel RAM is negligible, not noticeable in gaming use that much.

for $5 extra it's definitely worth the cost. i mean if a person was to get 1 stick of ram that failed over time.. at least the person would be able to run their pc with the other stick rather than having to wait for one to be delivered or having enough money to replace . it just makes more sense .

You can get a 2x4 ram, but if you're planning on upgrading in the future I would just go with a single 8gb stick. If you aren't planning on upgrading for a while, then the 2x4 is fine.
