Cant Get 2 Bread board PCs to post to bios....

I agreed to build a PC for a friend. I believe this is my 9th one.

The bios for the mobo has been updated to handle 7th gen CPUs (Bios chip has a 7.0 sticker which is the right bios acording to asrocks website). I have enough parts to build a 2nd PC. (2x 4gb ram sticks, 6th Gen Celeron, and a asrock B250M mobo) I cant get anything to post. I have tried to clear the CMOS (Revoming Battery for B250M, Moving the jumper on the original) I have also used my meter tested the rails on the PSU and everything seems OK.

I can get both mobos to post a no memory error when I remove all the ram sticks. Im at a loss and could use any tips, advice, or really anything.

Yeah ive swapped cpus. Both Mobos can handle 6th and 7th gen.
