Have problems with a preowned motherboard

So I have acquired a ROG MAXIMUS IX FORMULA used motherboard from my friend. All the other parts are brand new including the i7700k CPU, 850 EVO Samsung SSD and windows 10.

I am not entirely sure if it is the motherboard, but I have been occasionally encountering non-responsive problems when I'm using my PC. Using web browsers watching youtube is fine, but when I click on exe files, nothing happens. I also tried to restart or shut down but it is stuck in the blue screen. So I tried to force shutdown/restart the PC and I realised the softwares that are suppose to start up automatically is starting up really slow. Once everything is loaded, the computer seems to work fine with the exe files working and when I shutdown or restart, it is fine.

But after awhile, this problem seems to occur again randomly. Please let me know if this problem got anything to do with the motherboard or not. Really appreciate if someone can tell me the cause of the problem and any solution to it, thank you.

Did you install all the proper motherboard drivers when you installed windows?

Run a test like memtest on your RAM, use a program like crystaldisk to check your SSD, use prime 95 to stress-test your CPU...

Or just replace the motherboard and see if the problems go away, but it could be something else!

The short answer is yes, it could be the motherboard. It could also be RAM or the CPU...

Or a corrupted copy of windows/a copy of windows with the wrong motherboard drivers?

Is the CPU overclocked?

No, i did not over clock it. If the motherboard might cause problems like i mention, i might consider replacing it just for the sake of it. Right now only the motherboard is preowned and everything else is brand new.
