Can't open old hard disk for backup.

I salvaged a hard drive from a really old computer( circa 2006). It's​ my first ever computer. I found out that it isn't a SATA type HDD. It has ATA written on it. I bought a HDD dock to transfer the files. However my PC does not detect it. I can hear the disk spinning in the hard drive too, so I know the drive is getting power.
 
Solution
It is possible the old HDD is defective and unreadable. BUT there are twhree other possibilities to look at.
1. Maybe the HDD dock is defective. Can you try a different way to read the old drive? Maybe a friend has a machine with an IDE Port you can connect to for a test?
2. When using the dock, do you have to install a device driver for it under Windows? Read its manual. Have you done the install if needed?
3. Check the dock's manual for this detail. The jumpers on the old HDD may need to be set a particular way - typically as Master, or as Master with No Slave. To do that, use the diagram on the actual HDD to set them.
