brother in law computer problem.. any insight appreciated.

Issue: sudden lost of Keyboard and Mouse in Windows 10

Hardware;
CPU Intel I5-750
Motherboard INTEL DP55KG
RAM 8GB (4x2GB 1333Mhz DDR-3)
Video Card XFXHD7870
IDE HDD 1TB
PSU: Cooler Master 500 RS-500-PCAR-D3 <- (don't be fooled by the 500 label this is a low end 450w PSU)

Details; System being used without an issue for 2.5 years, office and light gaming (STO online)

Symptoms; Power on to BIOS, no problem, Keyboard works fine, mouse works fine.
let system boot to windows, numlock was on during post, turns off when main desktop is displayed, same (led under mouse also goes dark), windows boots properly without errors, even while I was fiddling with it, updated itself and watched countdown to reboot, everything working normally.

Attempts: thinking it is possibly a power issue, replaced video card with a HD5750 (80w versus 130w) system boots and acts the same.
Updated Bios; from v5926 to v5936 based, no changed in way system is acting.

to be done:
will go grab a better supply and retest with it, but not sure it is a power issue, basing it on the video card manufacturer stating : Minimum Power Supply Requirement : 500 watt, Recommended Power Supply : 650W PSU, since thie Cooler Master 500 is only 450w, I think it is failing on him.

any thoughts appreciated.

Solution
I wouldn't suspect hardware just yet. Have you tried a different USB keyboard and mouse set?

I suppose you can't do much in windows if the keyboard and mouse shut off after booting..
I would be curious to see if the keyboard and mouse have an issue if you boot from a DVD (like a windows disk). If it works fine in that environment then it's likely a software or OS issue. If that is the case you could try re-installing windows. Not sure if a reinstall will fix or if it will take a full format before reinstalling to fix.

"Does this happen in windows safe mode too?"
Good question, it plays on my "Does it work in a different environment?" question.

Also, some uncense viruses will mess with keyboard and mouse function.

Found a virus that will disable the letter O on nights with a full moon. (Dumb, yet real)

Yes I had a system that did such a thing a few trime while using a wireless keyboards and plugging in a wired keyboard snapped the OS out of it. happened after a update on windows 10, in this case, it did not do anything different, the problem remains.
Changes to wired keyboard and mouse from wireless, switch to another wireless, identical results, no matter which port plugged in.

Loaded Ubuntu CDRom and the result: Keyboard and Mouse Work... AHA! I will try to see if I can get an antivirus to run on it while on the live cd and scan the drive, but I think I will need to make a antivirus a scanning usb and ensure it has non before I plug that pc on my network.

testing in progress with Windows 10 Boot drive. will update
