My PC doesn't turn off when i shut it down

When I turn off my PC the display and peripherals turn off but my pc appears to still be on, except the case & cpu fans ramp up to 100% and the only way to stop this is to unplug my PC. I have cleared the cmos and set bios to default, checked my power plan/ options but am not really sure what could be the cause?
P.S my mobo is the b150 pc mate

I'd like to know more about what other parts in the pc? Can you do like this,

download hwinfo32,
install and open it=click run,
close the top window which is the system summary,
at the left top click "save report",
at the bottom of the next window check "short text report",
after that you'll see what's in the pc,
copy by clicking "copy to clipboard" and rightclick+paste in your next respons
for the psu maker,model and wattage.

At first do i suspect the psu. Can you test with another one? Maybe from a friend or a local shop ...

Hi Vic 40
I have: b150 pc mate, i3-6100, RX 480, 1TB WD Green HDD, 16GB DDR4 Corsair LED RAM
My PSU is a Corsair CX750M
and I do not have another PSU as this is my first pc

Just done that and it's the same does it help if I mention that when I turn off my pc my gpu led stays on and the ez debug cpu led turns on (red) until I turn it back on I have referred to the manual but it has no information on it?

I figured out that msi dragon gaming centre was the culprit and was somehow interacting with my processor and system fans and preventing a correct shutdown.
