PSU passes paperclip test, PC still won't boot

Computer wouldn't boot up this morning, so I tried disconnect and reconnecting the PSU, paperclip test to make sure PSU was functioning, which it passed, but PC still won't boot. GPU light is on, but blinking.

99% sure this is just a dead motherboard, anything else it could be? Mobo is ASUS p8b75-v.

Update: Resolved through divine intervention, thanks for the assistance.
 
Without very expensive load testing lab eqipment the way you would test is by testing a suffucient power supply in your build. If it boots you know it is your PSU that went bad.

Now when you say it wont boot, what does that mean?
No hard drives spinning, no fans no signs of life at all?
Powers on but no bios?
Bios but will not enter into windows?

These are all VERY different circumstances.

it will be labelled in the manual as pwr sw (power switch)

and as SR-71 Blackbird said, the paperclip test only shows molex connectors are working.
