CPU fan randomly runs at full speed without any load

I have an odd issue with my CPU fan. Sometimes, when the PC is under minimal load (e.g. just using Chrome), the CPU fan starts to run at what sounds as 100% speed, despite the CPU temps being around 35°C. Now, the puzzling part is that as soon as I start any monitoring tool (cpuz, hwinfo, hwmonitor, anything really that shows temps or fan speed), the fan speed goes back to normal immediately.

Other than that, the CPU temperatures are fine (about 65°C in Battlefield 1, 75°C during stress test) so I don't think there is any issue with the cooler itself. I don't run any OC other than the default XMP profile at this time.

I've already upgraded the mobo BIOS to the most recent version, but that made no difference. I've set the Q-Fan profile in BIOS to Silent, also no difference. I'd be grateful for any pointers because I'm pretty much lost at this point.

Honestly when you are at full load playing games like BF1 it sounds like its not cooling so good.
I checked some opinions about your heatsink fan and that might not be something that will handle that 7700k without heating problems.
If you want play a game like paladins from hirez studios, when your done check cpu-z first then reboot into the bios setup page.
See if what cpu-z says matches against what the bios will tell you, it should be the same but dipping back down over a few minutes.
If both are accurate I suggest you look into a new heatsink fan or a corsair water cooler which would be good for you.

But the CPU temperatures are fine when I run BF1 (around 65°C and the fan runs at 1200RPM so about 85% of speed).

My issue with the CPU fan running at full speed happens randomly when there is no load beyond Chrome and the temps are below 40°C... which doesn't make much sense to me.
