High CPU spikes causing graphical stuttering

I have been having an issue for months where my CPU usage will spike very high at times while a program is being used. This is most prevalent with video editing and playing games like non - steam GTA IV and more.
My temps are fine.
My graphics card is powerful enough to run these processes graphically.
It doesn't matter if I turn down graphics settings in the preview of the editor or my games.
I have these specs:

Intel Core i5-4440 CPU @ 3.10 GHz
8.00 GB Ram
Nvidia GTX 970
64 bit Windows 8.1

I have no idea what could be causing these issues, and I would greatly appreciate it if somebody could put me on the right path to fixing this. Thank you in advance.
 
Are there any other issues than the CPU usage jumping to some undisclosed high percentage? Is there visible stuttering, crashing, etc? Does the CPU stay at this high utilization for an extended period, or are you talking about brief spikes?

The workloads you're describing are notorious for taxing the CPU. If video editing does not, in essence, eat your processor alive, then you actually have a problem. That's what it should do, and it will do it whether you have an i5 or a 24-core Xeon. If it doesn't, then you aren't getting what you paid for from the processor.

GTA IV is also pretty CPU intensive, but not as much as video editing. Very high CPU usage is to be expected with a Core i5.

The CPU usage spikes from around 50 - 100 percent
The stuttering is visible and makes it hard to play games and edit videos.

I use Sony Vegas 13 to edit videos and they are never big. Stuttering occurs mostly with effects added but it will happen no matter what. As for the game, I just store GTA IV on my only default SDD.
Also something worth mentioning, I set the preview quality on Vegas to Draft which is poor quality but improves performance and it still stutters horribly.
 
Your CPU will always stutter in Sony Vegas Pro, no matter what you do. It's just that hard on the CPU. It would still stutter on an i7-6950K, just not as bad. Regarding the preview settings, even Sony says that using the higher settings is "a recipe for failure." That's just how life works with video editing. If you want to fix the stuttering completely, get a dual processor workstation with two Xeon E5-2687Ws, about half a TB of RAM, and a stack of PCIe SSDs.

The game should run well on your machine, though. Something else must be going on in the background while you're playing.

When I open task manager it spikes to over 50 cpu usage.
That's def. not normal.
The only programs I have running most of the time in the background are Discord and Steam.
Any suggestions?
 
When I open task manager, it also spikes for a brief moment. In my case, it's only 25%, but I have twice as many virtual cores as you. On your CPU, 50% is expected for a brief period when opening the task manager.

Also, Discord is fairly well known to cause spikes in CPU usage. Try reinstalling it. This might fix the stuttering in the game.
