Yes a GTX 1070 is very powerful especially for 1080p. Can't speak for Palit as I've never owned one nor seen many down here in Australia. But no matter the brand a 1070 will stomp a RX 480/ GTX 1060 easy and it's good pairing if you're happy to spend more. :D

What the difference between 3gb and 6gb ?
And 16gb should be 2×8gb or 4×4gb?

I would go 2x8GB for the RAM, allows upgradability later although 32GB won't probably be a gaming/desktop necessity for many years yet only really helpful for Workstations at the moment but better to leave your options open. I wouldn't recommend the 3GB 1060 to be honest. Paying that much for a 3GB card in 2017 was a bad choice for Nvidia, 4GB is the standard on mainstream GPUs now and for good reason. I myself see plenty of games pushing 3-4GB VRAM usage on High/Ultra at 1080p and that is now, it will only increase over time so as Hamperking suggested try grab a 1060 6GB or i would just go a RX 480 4GB if you can't afford the 6GB 1060. It shouldn't be much more than a 3GB 1060. I also agree on his 16GB RAM suggestion. Over than that your build looks good, consider getting a cheaper Z270 board to get a better GPU in my opinion or if you don't plan to OC much a good H270 will save you cash and be fine. Hope this helps :)
