Internet slow intermittently

My mother's internet becomes slow usually only in the wee hours of the morning, but every morning. SpeedTest shows the correct speed she is paying for (3 Mbps) which is fine as she watches no videos, streams nothing, just light browsing. The most taxing game she plays online is a crossword.

If she goes into safe mode the browser/internet is fast (relatively) again and as she exits into regular bootup it is fine also for a while then returns to so slow it's not worth using.

tried: system restore, java updates,OS updates, changing DNS servers from ISP's

info: Router/modem is Cisco model DPC3941T with wifi, phone ports and 2 RJ 45 ports

uses Windows 10 Home

NIC is RealTek PCIe GBE family controller

Any help is appreciated greatly.

I've been having a similar issue lately. Speedtest results are fine in that I'm getting 36 Mbps download / 6 Mbps upload, but Google loads slowly. I can see it trying to work at the bottom left with all of the "transferring data from... " etc. messages but it takes it sometimes 25-30 seconds to load. Tracert results are extremely odd and even my ISP agreed. But they say it's my system and not them.

You should do a tracert to Google just to see what it shows. Go to Start, then type cmd and then tracert www.google.com. Paste the results here but do not paste the first two hops for your protection. Also try pinging google, in cmd type ping 8.8.8.8 -t and let it run for 15 mins or so, then press CTRL+C and copy/paste the last piece where...

I'm reinstalling Windows tomorrow for my computer as I see it as the only possible fix. I've also already run a check disk...

It's also worth installing CCleaner and Malwarebytes. Run CCleaner first then go into Malwarebytes and run a full virus scan. Also run a full virus scan with whatever your antivirus software is.. it's possible your issue is a virus. I have unfortunately ruled that out for my issue.
