Help! Asus Strix ROG X99 Gaming Issue? PSU click and CPU Led flash

So im a bit Mod Edit off right now. I had the Motherboard with 6800K and 32GB of ram working for a few months. Came home after work one day around a month ago. PC was dead. Clicked in the PSU.

New problem for me so I thought it was my old PSU, got the new PSU, same damn problem.

I resent all the parts from the vendors for testing and they said MB is dead and the CPU and RAM was working fine, funny how expensive shit die by itself in idle Windows right.
So now a month later I got my new motherboard, and guess what, same Mod Edit problem, PSU clicks and fans dont even have the time to spin up and the damn CPU flashes!!! Seriously wtf!

Can anyone help me with this?
I would trust the CPU led on the MB for a second time, could it be they havent even tested it?

I've been using and building computers for over 25 years and never had this problem before.
And I was pretty sure CPU is dead thanks to the led flash on the Mobo, otherwise that function wouldnt be there right.

So to get closer here. I was home right now on the lunch testing more. No luck and already contacted the vendor yet again with the same damn problem. And found this. https://www.pixeltopic.com/files/2017/3/vdhrwglqyudxkah.jpg

Backside of the mobo above the CPU where the VRMs/chokes are.
So new question to this cause I think its odd they said they tested the parts. Is it possible a broken CPU can burn the powerdelivery?
As it looks its some black stuff around one of the legs. And its the capacitor furthest out to the right when watch the mobo from the front.
