CPU Overheating 100%

My CPU is high without doing nothing (60º-70º) and goes to 100ºC when starting and playing a game... instantly! I don't know if it is the thermal paste (Don't change it for 2 year and half now) or the PC not cleaned enough... What do you think?

Those temps are excessive and will diminish your CPU if you continue.
Remove the HS and reapply your TIM with AS5 or MX4. Only apply with as little as possible about a small pea size to the center of the CPU.
If you have made changes to Bios then clear CMOS back to default.
Small pockets of dust can accumulate inside your case which is not good for temperature control and blow out the dust from between the fins of your 212 hyper evo.
