New build won't boot

Hi ,

Me and my friend built a couple computers before without any problems. This time we put together a build for his dad and we're stuck with the installation. The monitor gives 'no signal' on every onboard port we try (DVI , HDMI). With RAM sticks plugged in we get the speaker to beep but every 1-2 seconds it keeps making a beep noise. Without RAM sticks it won't give any sound at all. We also tried with multiply RAM sticks and also with 1 or 2 plugged in. All the fans are spinning , hard drive is spinning

We've checked all the cables , we also tried the checklist : http://www.tomshardware.co.uk/faq/id-1893016/post-system-boot-video-output-troubleshooting-checklist.html
But we can't find the problem.
These are the components :
Sharkoon VS4-S Case
Intel Core i3 7100 Boxed CPU
ASUS H110M-A D3 Mobo
Western Digital WD5000LPCX HDD
Corsair CP-9020095-EU PCU
No videocard because the person wich is going to use it mainly uses it for browsing and Word documents.
No optical drive because we will install Windows from a bootable USB like all the other times we did before.

So different processor or mobo would solve the problem in this case?

To be exact either Skylake cpu OR 200 series MB. You need to change only 1 of em. I think it would be better to change mobo, since 200 series will also support optane and most of 200 series are having a m2 slots.
Still if you are over-budget, change cpu to i3-6100.

I think the people who have already provided answers are probably right... but going for the low hanging fruit - I once had a problem with my cpu cooler mount touching the back of my mobo. The insulation didn't cover the entire surface of the mount plate. I added some black electrical tape and it worked like a champ.

I will try out another mobo. Can anyone suggest a good mobo compatible with all the components? It should have socket 1155 and onboard video.
Thank you already , this is probably the fault indeed.
