Is GPU bottlenecking my CPU?

My GPU: GTX 1070 EVGA SC

My CPU: i5 4460

Ram: 8gb

I get a lot of lag spikes in games.
Is my GPU bottlenecking my CPU or whatever it's called?
If it is what do you recommend?
Games I play: Battlefield 1, just cause 3, Watch dogs 2 and just whatever is new

Well your benchmark scores are a bit low, It might be because your cpu is bottlenecking your gpu and it doesn't let your gpu to work at it's max potential but it shouldn't be the reason for massive fps drops in games. Like I said most likely it's the RAM that's holding your pc down and makes these lag spikes. Your 1070 should be alright.

The CPU isn't bad, and is only slightly bottlenecking the GPU. It will be good enough for the next few years, so don't worry. That GPU/CPU combination is decent, so unless you want to step up the performance there's no need to upgrade - upgrading the CPU will not give you any gains whatsoever when it comes to gaming. Maybe a few fps, but CPU heavy games should still be fine with your CPU. In a few years time you could look at upgrading to a new generation though.

Like if I play watch dogs 2 and just walk around it's fine but when I start to drive around I have 5 fps and when I start walking around again I still have 5 fps something is really wrong with my rig

Then there's definitely something wrong, you shouldn't be getting anywhere near those frame rates with a 1070! How long have you had the 1070 for? Is it a new card? If so, make sure that you're not using your integrated graphics. If that's not the problem, then benchmark the card because there might be something wrong with it.
 
This is not normal behavior. Sounds like something is possibly overheating. I'd check your temperatures on everything, and take a look in task manager to make sure nothing is eating up your CPU's cycles while you're trying to game.

Full system specs? Including brand and model of power supply?
 
CPU and GPU have NOTHING to do with LAG. Lag is a network issue. If you are on a shared internet connection see if others are using it for streaming or downloading.

FPS drops are going to happen at times, even with the BEST CPU and GPU. What are your detail settings? What FPS are you expecting -vs- what are you actually getting?

Yes, your problem isn't lag. It's fps drops. However, you said you got only a few fps at time in games with a GTX 1070. See my previous comment - something isn't right. Check your temperatures, and that you aren't using integrated graphics.

Ok I'm sure I'm not using integrated graphics cause then I would not even be able to play the first 5 minutes of watch dogs 2 on ultra everything. I'm pretty sure it has to do with my cpu temperatures btw what program can I use to check all of my temperatures?

I checked the RAM usage and the problem seems to actually be my drive cause when I get fps drops I see my drive go to 100% and when it's running fine my drive isn't on 100%
I have an HDD at 7200RPM

I used to have similar issues with my rig, a cheap(ish) upgrade that can work wonders is a SSD. I used to get major FPS drops when my disk usage was at 100% with an old mechanical drive and they went away when I ran the same games from an SSD.
Ram could also help, as in my experience, disk usage rises a lot when a game is using virtual ram.
