Asus Optimal mode?

So I've owned my current PC for 3 years. I ordered it from Cyberpower and I have only ever upgraded the video card and few fans and ram. But my CPU has not been touched with at all.
I have a i7-4770k 3.5Ghz Haswell CPU with liquid cooling.
It's been stock as far as I know of since I've had it, but recently I was fooling around in my BIOS and noticed that there were 3 settings: Power Saving, Normal, and Asus Optimal mode.
I'm assuming that I've been on normal mode ever since I had the computer because that's what it said I was currently on.

Anyways, I went ahead and selected asus optimal instead, which was supposedly suppose to be full performance mode. However, I got worried when I started my PC because I checked my task manager and my CPU was running between 3.9-4.3Ghz when it's suppose to be 3.5GHz stock, which is what it was running at before.

Basically, I want to know am I safe to keep my computer on Asus optimal mode? Because boy does every game I play run a shit ton faster now.

Previously in CSGO, I was getting 150-300 FPS, now I'm getting a constant 300.

Do those temps/volts look normal? My current voltage use is .850 if I'm reading it right.
I just don't want to destroy or damage my CPU. Any help would be greatly appreciated!
