So guys I found a used I7 4790 for about $200 from a forum in my own country (the K-version is about $230 but I cant find the deal yet) and I wonder if it is worth the money to replace my I5 4460 which I will be giving to my sister PC which currently has A10-5800K and GTX 760.

I currently use I5 4460, Hyper 212 Evo with 2 fans, 16gb of ram and GTX 1060 BTW.Most usage of my PC is playing games like Cities Skylines, BF1 (which I know benefits from I7) and I plan to buy Ghost Recon: Wildlands.I also do quite a bit of rendering stuffs like 3D models and videos.
Thank you in advance!

It will not make much of a difference. Yes, the faster clockspeed may help, but the only real difference is the Hyperthreading. Hyperthreading will not help you unless you do rendering or are using programs that can use the extra threads (most games cannot). The 3D and recording videos can benefit from the extra threads.
