HELP setting case fans ?

Front and side case fans should be intake.
Top and rear case fans should be exhaust.

Heat rises, so exhaust should almost always be at the top of the case. The side panel being in take is for 2 reasons: cool the GPU a bit, and with only 1 front intake, you needed a second source of cool air.

How is it set up currently?

also what about cpu cooler fans hyper x212 facing upwards m using one fan pulling out negative pressure should i use second fan on another side also ?

1 intake and 3 out (plus the PSU fan) means there's not enough intake of cool air.

Flip the side panel fan around as an intake, and while most people set the Hyper 212 blowing air out the back of the case with a single fan (I do this), blowing the hot air out the top like you've described is also okay. I wouldn't say you need to add another fan to the Hyper 212.

Agree with Kyle. Config should be

front = intake
side = intake
top = exhaust
back = exhaust

As for your CPU cooler. Note the image below:

Well, switch back then. General rule is go with whatever gives best temps. So many set ups with various fans and airflow rates that it is impossible to list a one size fits all recommendation.

In my case (pun intended) I get best temps (CPU, GPU, board sensors) with front, side, and back fan blowing in. And an empty 120mm "blow hole" out the top.

Yes, putting an additional two 120mm fans as a top exhaust will help.

But that's a Hyper 212 X (newer version than regular!) so it's odd that you're getting those high temps. How confident are you in how you mounted it? Did you remove the plastic off the heatsink? Did you screw everything down in a cross-diagonal method? Not too loose or tight, just tight enough to where your hand couldn't turn anymore?

i found the problem
the temp shown in bios are of motherboard not the CPU
i used hardware monitor and an digital temp meter max temp of CPU is around 31*Celsius room temp is 30 degree
:D f***ing bios !
