This is because the 7700 has a lower clockspeed than the 7700k. The only real difference between the two is the overclockablity, the 7700k can be overclocked.

That's a tough question OP, it really depends on the game itself.
So I'm assuming you mean the GPU has 100% usage, and your still getting +2fps difference between the CPUs? Am I correct?

1-2fps is REALLY minor. It could be anything honestly when your getting that specific (and when I mean anything, it could be a small virus scan or something like that, who knows).
