Cs Go FPS drops

Hello guys. So the thing is that I really like playing cs. I have 1.2k hours on the game and the issue just started. It never happened before and it came out of nowhere. I was playing at about 150-200 fps all the time (gaming laptop lenovo y50-70 CPU: I7-4710HQ, GPU: Geforce GTX 860M 4Gb, 16GB of ram and 1 tb hdd). One day at a random match my fps started dropping from 150-200 to 40-60 for like 3-5 seconds and then it comes back to normal 150-200. And while the fps drops my sensitivity seems to drop too which greatly disturbs my performance in the game and ruins all the fun. Not to mention salty teammates. It's been happening for like a week now and I tried all these different things:

1. Updated the graphics drivers
2. Messed with the Nvidia control panel settings following lots of different tutorials.
3. Did a clean Windows 10 pro install
4. Completely reinstalled the game
5. Changed the launch options (-high -nojoy -novid -tickrate 128 +cl_forcepreload 1 +mat_queue_mode 2 +snd_use_hrtf 0 +fps_max 999 +fps_max_menu 999)
6. Completely disabled hrtf sounds and changed my sound format in windows to CD quality
7. All the video settings are on lowest and the resolution is 1280x720
8. Launch cs as admin
9. Tried deleting the 730 folder
10. The laptop is on high performance mode and plugged in
11. Disabled battery boost in Geforce Experience
12. Tried disabling steam overlay while playing
13. Defragmented my drives
14. Checked the HDD with Victoria - 0 bad sectors
15. Checked the RAM with Memtest86 - 0 errors
16. Tried game boosters
17. Cleaned the laptop of dust and replaced the thermal paste
18. And I am using an external cooler under the laptop (Cooler Master Notepal U3 Plus)

and etc. I definetly did something more, just can't remember it all at this point.

And after all this the problem still keeps bothering me. While messing with settings I get higher fps ~250-300 but it still drops to 40-60 after some while.

By the way, one thing I noticed is that if I disable raw input in cs, my player spins around on a slightest move of the mouse (Razer abbysus 2013 mouse, with razer synapse set to 1100 DPI and 0 acceleration). If the raw input is on, the movement is all ok. So maybe someone will have another advice which I hadn't tried out yet? Thanks for your time and answers guys!

I have fixed it. First I uninstalled geforce experience, then in Nvidia control panel I set it to performance mode (3rd option on first page as you have the slider to choose performance or quality) and the last thing I did was that I caped my fps to exactly 120. If I tried caping it above 120, I start getting drops but as soon I set it to exactly 120, they stop. Don't ask how I figured it out, idk myself

I have had the same problem on my pc. I have tried almost everything you have tried. I have monitored my CPU's temp to make sure it's not thermo throttling and it's fine. I honestly can't figure out the problem.
