Graphics Issue 3 months in the making

Hello,
I put together a PC build and have a graphics issue. I have a SAPPHIRE Radeon RX 470 DirectX 12 100407-4GOCL 4GB 256-Bit GDDR5 PCI Express 3.0 HDCP and I can't seem to get it working. It isn't in my device manager, even though it has no connection issues and is properly plugged in. Whenever I try and disable my windows default display driver it comes back and I've tried turning off windows auto-updates to prevent that from happening and to no avail. I also have been unable to get drivers for it that recognize it as the card they need for some reason and I've just been unable to get it working for months now. If I could get some help to save more months of headaches it would be much appreciated. Part of the problem is I don't know even where to start in getting it to work.
 
Solution
If you boot into the motherboard bios while the card is in the system you can see if your bios recognizes the card. If your bios doesn't see it then it's not going to show up in Windows. There should be an 'advanced' menu in the bios where things like the integrated graphics are enabled. It should at least detect the card is installed. It might help to give your motherboard make and model, and the same for your power supply.
