Memory Issue, ideas?

So I have this HP laptop , kind of a dog really

HP2000 2b19WM
DC 1.3 AMD Vision
8 GB (2X4) RAM
Win 8/64
using legacy boot UEFI no workie

So this is not what you hear on a memory issue. I have searched and searched and dont ever see this : Windows task mgy/performance shows just 1.4/7.5 RAM (17%) "in use" . Never more than 2GB, ever. However if I say open a couple of tabs in a browser and cache a busy page like Amazon CPU usage which as I type this hasn't changed from 10-17% pegs at 100% for almost eight seconds.Why doesnt Windows use some memory? Clean install of 8 on a DBAN'd HDD all diagnostics show hardware fine. ,have run several extensive passes of Windows Memory Diagnostic too. Browsers set to delete all cookies on exit. Virus and other issue free PC. No antivirus on during test. ISP 11MB down 1.2MB up.. Not the issue.Whaddayathink?
 
Solution
Windows can't use memory, you set browser to delete all cookies - and, probably, empty cache on exit, right? So every time it's an un-cached page. In your place, I'd try to change browser setting NOT to clear everything on exit and see if it makes a diff.
