scrolling digital code starts up properly about 50% of the time

so i have had this cpu for about 4 years now, and just recently in the past 2 months it seemed to do this about 1 out of 10x i started it up, now it seems to have escalated to only starting properly about 1 out of 3x correctly. i have to manually hit the switch in the back as it will just continue to cycle forever, i let it go for the longest about 10 or 15 minutes with no code being displayed

z87 pro mobo
17 4770k water cooled not over clocked to my knowledge
2 4g sticks corsair ram = 8g running dual channel
gtx 1080 slightly over clocked but started doing it before i bought this card anyways
corasir 750w powersupply

here is a short video, its only 15 seconds but a constant running cycle, im hoping it is an easy fix, when the computer actually does start up properly it works 100% fine with no issues for any length of time

Hello... 4) Try cleaning the GPU gold connecters with rubbing alcohol and cotton swab... and re-seating it.
5) Plug the monitor into your MB video connector and see if the CPU/IGT became active during that boot?
6) Check your MB boot consistency without your Video card installed... CPU/IGT enable it and allocate some system memory to it (save&exit) B /
Hello... Typically cycling means the CMOS or memory communications setting are not working... and it is trying to find or use the current setting.

1) Maybe your MB battery is LOW or the data in your CMOS is corrupt? B /
2) Try a battery removal and CMOS clear * Bio's will be returned to default settings and any special settings will have to be re-entered for some your hardware/software... your CPU/IGT will become active... and you must remove your Video card for the first Boot. B /
3) remove, clean and reseat your Ram sticks.
