What could be wrong?

My pc is not running right at all and I am wondering if it could be the RAM I thought at first the MoBo but I replaced that today and the issues are still happening. Long story short I can't run 3dmark or games. 3dmark literally just freezes and rise of the tomb raider just jerks around. So my question is could faulty RAM really do all this? Here are the videos

Thank you for all the help everybody. I found out what the problem was. I ended up using a program called RamDisk and I used all my RAM to create more disk space on my PC. Not sure how I over looked that but all is good now.

Its an old Hannspree monitor using HDMI. Everything was working fine for days and then the pc froze one day and I hit the reset on the case and it hasn't ran right since. I thought maybe the MoBo shorted out somewhere but that's not the case. When running Rise of the tomb raider my DEBUG led code keeps coming up 48, 49, 50, 51, 52, and 53 which is all memory issues. So I am wondering if the RAM is faulty? If so its hard to believe it would cause this many issues

I took out of the sticks of RAM and the system seemed to run a little better. Was still a little jerky in some spots of the game (rise of the tomb raider) not sure if it is because I was only using 8GB of RAM or what. Anyways I was also able to run 3DMark. I did the same thing with the next stick of RAM and the same thing. Now when I put both sticks of RAM back in then it is completely crappy again. Why wouldn't it be able to run both sticks of RAM if they work individually? I also noticed that with 1 stick my memory usage was at I think 16% then when I went back to 2 sticks it stays at 98%! Not sure if that helps or not.
