I want to buy a
Gtx950 2gb graphic card
A gigabite ga h-110m-A motherboard
And an intel core i5 6500k procesdor
And a 650w gpu
And ram memory 8 gb ddr4 kit (2×4gb)
And a samsung monitor 21 inch

Will this become a anti neck bottom rig ?
Can it play all games without a lag ?can it play gta5 and watchdogs in 1080p amd a good fps

Bottleneck? No. Mismatched with a few parts... Yes.

MB + CPU - Going to assume that "k" at the end of the i5-6500 was a typo and you are after a non-overclocking setup. Look toward the later B250 chipset with four memory slots (two for now and two for a future upgrade) paired with a Kaby Lake CPU (7000 series).
MEM - Look toward DDR4-2400 modules for a good match with the 200 series chipset motherboards (B250 or H270).
GPU - At the cost of the GTX 950 you can get the newer GTX 1050 Ti which will outperform the 950 by a good margin.
PSU - XFX, Seasonic, the EVGA B2 / G2 / G3 / GS / GQ lineups, or filter through the Tier 1 or Tier 2 list. A 550w unit will be plenty of power for a non-overclocking, single GPU setup...
