i'm considering to buy a new laptop, the problem is wheter i should get a better cpu or better vga, whic one should i get core i5 7300hq + 4gb gtx 1050ti or core i7 7700hq + gtx 1050 4gb. i'm an IT student that like to play video game like the witcher 3, rise of the tomb rider, and some recent game, and also i i'm intrested in digital drawing using photoshop.

i'm considering a laptop dell inspiron 15 7567 (the one with core i5 and gtx 1050ti) and acer vx15 (the one with core i7 and 1050). i know if there is a core i5 model for the acer vx15 but the problem is i don't think if it will come to my country and also there is a rumor if the acer vx15 that released in my country is using TN panel :(.

Solution
Hyperthreading and a 12% clock speed difference are what separates those 2 CPU's. Will you notice the difference in gaming or photoshop? Doubtful.
The difference between the GPU's is a bit more pronounced. Then you also have the laptop manufacturers. I will always pick Dell laptops over Acer.

Dell has a much better track record for building reliable laptops.

As far as panel quality goes the Dell has a very slight edge. Adobe sRGB colorspace is lackluster and needs calibration to do better in accuracy. Although if accuracy matters to you. Which it should for Photoshop. You should always calibrate. They both use TN panels so don't expect too much. As Photoshop is a hobby not your chosen career. It should be good enough. When you graduate and have a career you can blow money on a good IPS panel. It's too bad Dell cheaped out on the panel. I'm pretty sure it's predecessor used a better IPS panel.

The GTX 1050 Ti will make a greater impact on gaming performance vs a GTX 1050 than a Core i7-7700HQ againt an i5-7300HQ.

The Dell has much better battery life. It has a 74Whr battery while the VX 15 has a 52.5Whr standard battery.

As different publishers have different criteria for display measurements. Here are two from the same publisher. There is very little difference.

I would note that the 1050 Ti model of the VX 15 uses an IPS not TN panel. Although the Dell has a far superior 4K option.
