GPU has red light after cleaning

Hello today i decided to clean up my PC and i saw that my gpu fan had tons of dust in it so i took out my GPU took screws of heatsink and cleaned as much as i could, then i placed it back in and my PC and after that it does not boot anymore. When starting up my pc my GPU fans start spinning very fast and then a red light lights up.

Operating System: Windows 7 Ultimate 64-bit SP1

CPU: Intel Core i5 650 @ 3.20GHz

RAM: 4.00GB Dual-Channel DDR3

Motherboard: ASUSTeK Computer INC. P7H55-M LE

GPU: 1024MB ATI AMD Radeon HD 5700 Series

Storage: 931GB Seagate ST1000DM003-1SB102

It's hard to see but its near cooler cable. Please help !

Did you clean all the thermal paste off the die...

Did you clean all the thermal paste off the die lid and heatsink, then add new thermal paste, before putting it back on?
