Every so often, I would run into Chrome a page telling me "The site can't be reached" with ERR_NAME_NOT_RESOLVED or DNS_PROBE_FINISHED_NXDOMAINand I'd have to run the command "ipconfig /flushdns" and then I would be able to access the website. It would come back after a few minutes, and sometimes it would be fine. It's not for a specific website, as I've had this error appear on several other websites as well. And it seems to be my laptop's issue as I have no problem accessing it on my phone or on other devices.

I've tried things like netsh winsock reset, resetting and reinstalling Chrome, but they didn't help.

It's not a browser issue, as Microsoft Edge wasn't able to access it as well.

Solution
Hi,

Goto bleepingcomputer and run adwcleaner => jrt => roguekiller to get rid of adware / malware.
Then run MiniToolBox to fix / restore network settings.
Do this in safe mode with networking
