i7 7700 non K turbo on all cores?

OK guys here is the delima. I am currently running an i5-6600k at 4.7 1.355v right now. But I just picked up an i7-7700 non-K for $260 new on ebay(could not pass that up). Anyway I have a couple spare b150 motherboards laying around and I am curious if the non-K cpu can be set to run all 4 cores at max turbo on either the b150 or the z170 mobo I am currently on?

I have a B150 motherboard and I can set my locked 6600 to turbo on all cores. However, it will only go up to the Turbo speed that is capable on 4 cores. The advertised Turbo speed is usually just for the first two cores.

Just letting it turbo itself provides better performance in general, because you lose that Single threaded turbo if you manually change the multiplier.
